PAT Testing is an inspection of some types of electrical appliances to check they are safe to use. Its purpose is to prevent electrical accidents in the workplace and to reduce the risks to employees, homeowners and tenants.A full PAT test will include a visual inspection and an in-depth check using PAT testing equipment. Testing includes earth continuity, lead polarity, and insulation resistance.
Some appliances only need a reduced test, called a PAT insulation test. At the end of a PAT test, every appliance will be marked with a ‘passed’ or ‘failed’. There will also be a record of the results for you to keep on file.
PAT Testing means ‘Portable Appliance Testing’. A portable appliance is regarded as any appliance that has a plug attached to it and plugs into a wall outlet”. There are many categories of appliances which should be PAT tested and visually inspected. These include the following: Fixed appliances, Stationary appliances, IT appliances, movable appliances, Portable appliances, cables and chargers and Hand Held appliances.
The HSE's definition of Portable Appliance Testing (PAT) "is the term used to describe the electrical testing & inspection of appliances & equipment to ensure they are safe to use.
Most electrical safety defects can be found by visual examination but some types of defect can only be found by testing. However, it is essential to understand that visual examination is an essential part of the process because some types of electrical safety defect can't be detected by testing alone.
Full details of the legal requirements can be found in the The Health & Safety at Work Act 1974, The Electricity at Work Regulations 1989, The Provision and Use of Work Equipment Regulations 1998 and The Management of Health & Safety at Work Regulations 1999.
